Two al-Shabaab suspects were arrested in Mandera East for plotting to kidnap Chinese construction workers. The main suspect, Isaac Abdi Mohamed, entered Kenya from Somalia and forged documents to appear Kenyan. His accomplice, Noor Yacob Ali, was to receive Sh100,000 for helping with the kidnapping and Sh300,000 for transporting victims to Somalia.
