Russia has reached an agreement with Ukraine and the Red Cross to evacuate Russian civilians from the Kursk region, parts of which have been under Ukrainian control since a surprise cross-border offensive over six months ago. According to Russian rights commissioner Tatyana Moskalkova, some Kursk residents have already crossed into Ukraine's Sumy region and will be evacuated through Belarus back to Russia.
